During each lesson-week several student learning outcomes are stated on the website. Students should carefully read each outcome and continuously refer back to the outcomes as s/he studies for the week or when preparing papers. At the end of each week a brief reflection essay will be prepared and uploaded for review by the instructor. The reflection should articulate the changed awareness the student experiences from the week’s lessons and ways the learning has furthered the student’s understanding of the complexities of public administration and management. You probably recall that Luther Gulick developed the anagram “POSDCORB” to describe the essential functions of public administration and that the first letter stands for planning. Therefore, in addition to urban planning, the function of planning of necessity must apply to more focused decision-making. Many forms of planning to meet the need have been developed but none have been accepted as well as strategic planning. You probably recall that Luther Gulick developed the anagram “POSDCORB” to describe the essential functions of public administration and that the first letter stands for planning.
